when pressure is reduced by 10%...pressure would be 90% right....

here..change of pressure= p-p/9=p/10

The pressure downwards would be 90%, and the pressure "upwards" 10%.
And this upward pressure is the one that's going to push the liquid along the straw.
I dont fully understand this question too, but that's what i could guess.
