In computer games, yes. I'm baseing my argument on mmorpg private servers, fps servers and mostly clan boards. In some fps game servers the admin sets off some rules, such as "no cheating, no crying, no harasing, etc" but at the same time they threat players with bans, call players crying babies, etc.
I've seen some cases of ppl who left a froum to found one of his own.

Thankfully our admins and mods are not corrupted. Though I do remember VERY FEW admins like one or two who were corrupted but they're no longer in the team because we do not ALLOW such behavior to be adopted in SF's team members. =]
