I have read its specifications and I am seriously not impressed. On the other hand, I love the iPad 2. 

Anyways I am a die hard Apple fan so obviously I'll prefer it over anything.

iPad (2) has more memory options than the iPhone 4; it has a more powerful processor (A5 chip) than the iPhone 4 (A4 chip); iPad 2 has a bigger battery than the iPhone 4; The iPad has a bigger battery than the iPhone; You can make calls on the iPhone but not on the iPad; The iPhone has more sensors than the iPad. Rest depends on your use.

I have both iPhone 3GS and iPad (1st generation), they are equally good when it comes to usability because they both run the same OS. But using iPad is more fun but not easy to carry.

android being open, will have more & better apps.
