it is, but you know what they say: "Rules are made to be broken"
just like in saudi u're supposed to be over 16 in order to drive, but that hasn't stopped 10 year olds driving now did it

lol im 16 and i dont have a licencse but i can drive, but for women to illegally drive, i wonder what happens if the police find u >.< but maybe its fine in the desert cuz theres not lots of ppl there, esp in this heat lol
