Hard to access forum from U.A.E ---> i find it quicker, if i use a proxy site.
Is it anything to do with the ISP?

It is a denial of service attack. When someone who doesnt like your websites tries to overload them by tried to load so many pages they crowd everyone else out. What follows is a possible but incomplete list of organizations that don't like us.
