Are cambrige and edexcel books the same?

Is cambridge and edexcel GCE O level syllabus the same but different examinations?

If the syllabus is same, then the books will cover the same topics. If not, then each will have the topics related to their syllabus.
It's better not to study edexcel exams from cambridge books and vice versa.
