There are no Mark Schemes for O Level Statistics til 2009. Only Examiner Reports are available for the previous years.

I can't show you how to draw the graph right now but I think your question is about the difference between Step Polygon and Normal Cumulative Frequency Graph.

Here is the difference:
In Cumulative Frequency Graph, as you know, you draw free-hand line through the points to make an ogive shape without using a ruler/scale.
For step polygon see the page 16 of the attached file:
