im assuming your referring to the electrolysis equations.
anyways so basic meaning alkaline absolution must have OH ions .
thus in the equation add OH ion on the side where you have electrons and on the other side add h20 to balance the equations
like wise for acidic you add H+ instead ;D

MnO2 + ClO4^(-) + OH^(-) ----> Cl + MnO4 + H2
(-) is the oxidation state :)
