how will people's spending help reduce the negative externalities ???
For people to spend more they must have increased incomes.
Increased incomes : more spending on services (Holidays, luxuries) : less productivity for primary & secondary sectors : less negative social and private costs (as they will be producing less (for e.g. chemical factory will produce less because of less demand reducing chemical waste which is a cost)) which in end = externalities.
