Sir, i tried everything, from reinstalling my client more than 10 times to changing the firewall settings or disabling it, and i changed my ip to static ip.
my port is closed, but closed port doesn't do this, setup guide in utorrent shows a message "your port is closed but you can still upload/download"
Thanks Mr. Paul

I will sleep on this

maybe it is ISP problem?
but i dont think that all trackers suddenly got blocked in kuwait :-\ :-\
-
It may be that my housemate disconnects my computers when he wants to watch an online film

Go to Option -----> Preferences ------> Connection ------> Click on Random Port a few times.
Press ok, close the client, restart computer and hope it works.

i called my ISP, guess wat? cable cut :(
Damage found in the FOG marine cable system, which connects the GCC nations, negatively affected the Internet service in the country on Thursday and the problem may continue for five to 10 days due to the ongoing repair works, reports Al-Jarida daily quoting sources.
Sources revealed the team of technicians and engineers tasked to repair the damage started working on Thursday morning. They said the repair works will have a negative impact on 40 percent of the Internet services because the cable is under the sea. They explained the services will not be cut since Kuwait has another cable provider from Saudi Arabia.
Wondering why the ship which transported the team and the equipment needed for the repair works took one week to sail from the United Arab Emirates to Kuwait, sources said the Ministry of Communications will bear the costs due to the absence of international companies specialized in such repair works unlike other GCC nations.
They added some of these companies visited Kuwait last year to offer the service but nothing was finalized due to the bureaucratic procedures in most government departments and the negligence of some officials.
Letter from Customer Services, Qualitynet
Dear Customer,
Qualitynet would like to inform you that one of our international cable providers is facing a problem on one of the marine cables (FOG) connecting Kuwait to international Internet destinations. A cable was cut near Bahrain. The cable cut is leading to slower browsing speeds to international locations. Local browsing is undisturbed.
We have been informed that the Engineers are currently working on the physical repair of the cable’s damage which will take around 5 to 7 days starting from today 21 April 2011. However, in coordination with MOC and other International Service Providers, we are doing our best to maintain and gradually restore the service back to normal ASAP.
We wish to take this opportunity to apologize for any inconvenience to you. We are working hard to restore full browsing speed and will advise you accordingly.
For further information, please call our 24 hours Call Center on 1804444.
Best regards,
Customer Services
