Can a man live without a code of morality?

i've always..always believed that a person is never bad..can never be bad...he definitely DEFINITELY has some or the other good quality/virtue...its always either society, or the circumstances that force him to become something else, that is if at all he's not sure of himself and is not strong enough. it's very complicated, how things work within a person who's bad, or whom people have tagged as bad- like murderers...I mean, they are bad. but if we look back at their history, it's about something going very wrong with the upbringing..there could be other reasons! hehe a very funny example i'll give here is voldemorts- look at him, yeah...someone who ultimately died..and was weak out and out! but he had a bad and poor history- lived in an orphanage, didn't have anyone to look after him, his mum died..he's dad left his mum when she was carrying him! made him get more and more creepy...then, he became power-hungry..wanted to rule! bla bla!
Anyhow....the bottom line is no...man cannot!

obv man needs a code to live by  but the it should be certainly determined by himself n not society ! but that doesn't mean he can just go around destroying human race,nature or animal ! the self designed should be such that it never does harm any1 or anything
