Modesty= culture.
Simple as that.
On a tour guide in turkey, there was this 2 spanish girls and 1 Emirati. Spanish ones were wearing a exotic top and emirati one was wearing a scarf.
I asked them arent you feeling uneasy, they replied ..why?
