Actually its not even the top 10% of the world.. if u look at these statistics for November 2009 ull in some subjects only 2% achieved A*s where as in others nearly 18% did.. its really messed up and i dont think theres a proper way they do it...

The way CIE picks A* varies a lot depending on the subject. But my teachers told me most of the time it's top 10%.

Hmm you should look at the statistics from the May / June session instead as the caliber of candidates tends to be higher in the October / November as that's the time of the year when those from the Southern Hemisphere (e.g. Singapore) do their IGCSE, they tend to be very good at Additional Mathematics and the Sciences and that would explain why the grade boundary for an A in those subjects tends to be high ...
