there are four angles in total....two opposite each other...
so when u have to draw the locus of points equidistant from both these lines...u gotta make the angle bisector for all four angles which is same as making two angle bisectors of the opposite angles

perpendicular bisector can be drawn for a line.(1800)..for an angle..its angle bisector

Do you know how to draw an angle bisector??
I'll put the steps down for u
Let the point of intersection of the two line be called M
First draw angle bisector for AM and BM. keep your compass and M and take a radius more than half of AM/BM and cut the two lines and call them points X and Y. With the same radius draw an arc from X and cut the arc with same radius from Y. Join M with the intersection of the arcs. Repeat for other lines.
