i aint sure bout qatar, but in saudi and the islamic world in general, it is socially and cultuarlly rejected for the opposite genders to have pre-marital intimate relationships, in saudi, a very extreme country, these sorts of things are a main cause of murders

and in saudi if a man and woman are caught together (that are not related) they are punished, send to prison, and sometimes worse, theres even something called religion police for that lol..

well dude take it this way
They r custadans of REALLy relgious places n  if they dont follow Shra'a then who would(muslims)in order to keep the city clean they try their level best.
thats another issue wot other end up doing outside the country :)
