2 kg of aluminium has less thermal capacity than 2 kg of water...
aluminium loosoes and gains temperature faster than water..
thus the low thermal capacity
in this case water has high thermal capacity

IMHO it actually depepends on the mass
in the question

thermal capacity can be different for 2 objects of the same material, but different masses. Its SPECIFIC heat capacity that has to be same for similar materials.
