You can't go to a GOOD university after you do your O-Levels. These include countries like USA, UK, Australia and Canada where study is very competitive and a good demonstration of intellect is often necessary.
However you can go to study in Malaysia, Singapore and China where they might take one year for a pre-proficiency programme or ESL course before enrolling you into the real course you want to take.
I suggest that you complete at least your AS Levels if not your full A-Levels.
