heat from a fire heats our hands mostly by convection (and some radiation) because the heat produced directly heats the air above (for a lot of radiation to happen the nucleus of the atoms must be affected greatly as well). Whereas in solar panels, it is absorbing radiation, so naturally it will also reflect radiation (some convection takes place as well)
