Economics SL... how do you answer the data response?

Basically, the questions always seem vague to me... like "Evaluate this" and "predict that" so then all I can do is ramble about a billion different things, but the mark scheme always has something else in mind. How do you answer these questions??

In economics there may be several different points to talk about; the MS may list only some of these points.
For such data response questions you should aim to provide a proper description involving all the pros and cons, if any, using ,if possible, quotes from the text.
To get the highest marks you MUST suggest a conclusion at the end of your answer detailing what YOU think about the situation/argument.

Evaluate - You must explain both sides of the argument AND give a reasoned conclusion to aim for a mark in the higher tier.
In CIE Economics, the mark scheme won't have the exact answers. You'll only find points which may be used as arguments for both sides of a question. You should be able to think them on your own and formulate your answers.

You need to have a look at the examiner reports in order to find out what the examiner wants. The answers above are more towards answering the question at A Level and IGCSE Level. However IB is a bit different.
You will need some assistance from your teacher to get the technique right.

Evaluate Make an appraisal by weighing up the strengths and limitations.
Examine Consider an argument or concept in a way that uncovers the
